The  origin of the TOVPIL Foundation began in 1993 when Father Ignacio along with the Guide Gloria Dominguez studied the possibility of having a TOV/PLW Foundation at the house that she wanted to donate in Santiago.  For a variety of reasons, the donation was not possible, As the years passed, this initial idea continued to develop, and that his how Father Ignacio in 2004, stated his intention publicly saying that in the future it should serve as a living center radiating the TOV/PLW spirituality. This is confirmed in several of his Circular Letters and other documents.  That is how in 2007 he formally solicits constitute a Team to work on the Foundational House with the purpose of advancing this objective.

Along with  Father Camilo Luquin he called: Jorge Gutierrez and Sara Sepulveda; the National Coordinators of Chile; and  Veronica Gutierrez, the Fathers’ secretary;  for a first meeting at his home, on February 25,of that same year, in order  to study the different aspects that would be necessary for the Foundational House to have a work program and activities, which would take place there, along with who would govern and care pf it, and who would make decisions on its movement and function when he was no longer there.  After that and other meetings, it was agreed to create a Foundation which would assume that responsibility.  When the moment arrived to make it all formal, it would always be under the guidance of the current International Coordination.

He and the House Team looked at the objectives of the project, as well as, the judicial and legal aspects that were necessary to create a Foundation.  When Father Ignacio understood that a Foundation implied taking several legal steps, besides writing statutes, he preferred to leave it aside for future reference, but he concretely agreed to start saving money towards this end with the International Coordination of that time.
